Fix Varbase Welcome message not showing up after install compilation after adding and enabling moderation sidebar on the homepage

Problem/Motivation

The Varbase Welcome message is not showing up after install
After
#3159243: Switch to Homepage node with Layout Builder
#3163787: Change hiding the Local Task block and use the moderation sidebar tasks menu in view page for all content

Steps to reproduce

Given that the installation of Varbase had finished
When the install finish operation redirect us to the Homepage with "/?welcome"
Then the Varbase Welcome message show up
But that is not the case
When the editor click on "Tasks" by the moderation sidebar
Then the sidebar will show up and the Varbase Welcome message will show up too
But actions are locked

Proposed resolution

Show the Varbase Welcome message after install
Not to show it when we click on "tasks"
