BTW There are some pretty good docs for managing this process - but am I right in thinking we are in need of a few more people "doing the job"? How can I help attract more people? Is there a regular meeting coming up of those that do it?

avpadernoThe participation in this queue isn't constant, but it's also true that requests aren't constant over time.
It could depend from the fact many users don't have the permission to resolve issues, but just review and suggest what needs to be changed, or review and say the request is good to go.
I don't see much participation from webmasters. It could depend from the fact this issue queue is separated from the webmasters' one, but that it has been done to boost the participation of other users, who would see the webmasters' queue as the queue only for webmasters. (This is what I take was the reason for splitting the webmasters' queue in three different queues.)
