Split off from #3162406: OrphanProcessor: _user_cancel invoked incorrectly:

It would be great to add a setting to make the sending of an e-Mail optional if an account was deactivated, because currently our customers (system.site mail) receive the e-mails that our administrative LDAP was disabled.

Potential solutions: make email report per method optional or allow for adding a recipient address and making it optional.

Don't see it as that important but if someone wants to provide a patch I'd consider adding it.

Since no one reacted to this anymore I'm closing this issue.

We now have a configurable other address than the sitewide ("Report recipient email address") so setting that to an invalid / local address might already be sufficient for this behavior.
