If you are using a custom phpunit.xml to run PHPUnit tests then from Drupal 9.1.0 the Symfony\Bridge\PhpUnit\SymfonyTestsListener can be removed. This file is often customised to set the SIMPLETEST_BASE_URL and SIMPLETEST_DB environmental variables for testing.

Before:

    </listener>

    <listener class="Symfony\Bridge\PhpUnit\SymfonyTestsListener">
