When no email address is defined in settings form, an error is registered on watchdig everytime a role change is detected.

Would it be possible to not try to send the mail when the address is empty?

@markus_petrux, For now, I have added the condition which checks if notify email is provided or not. I have also restricted notification to single email ID.
