If set a limit of 10 to a node type. What all is counted? All published nodes? publish and unblished nodes?

It seems that published and unpublished node are counted. A more granular limitation would be usefull. somthing like 5 published nodes.

I think a time based limit would also be great, like only 5 nodes of a content type in 3 hours.
