Toolbar menu breaks when having large number of menu subtrees.

I'm getting the below error when there are large amount of subtrees present in the admin menu.
QuotaExceededError: Failed to execute 'setItem' on 'Storage': Setting the value of 'Drupal.toolbar.subtrees.theme' exceeded the quota.

The solution Ive used is to wrap it in try/catch statement so it doesn't break the menu.
