[META] Plan for API Docs module implementation

1. Create a Content Entity Type for API Doc
2. Create a Field OAS, in API Doc content entity Type to hold YML file
3. Create a Field Formatter for the Field OAS for Redoc UI
4. Create a Field Formatter for the Field OAS for Swagger UI
5. Create a Category data holder of the API Doc & Create a API Doc Status (Public, Private, Internal)
6. Create a View for API Doc List and API Doc individual view(one for Redoc & other for Swagger).
