'create url aliases' permission should not be required

I'm creating new clone for the same issue since it is still a problem as per the maintainer suggested.

Currently a user needs the permission to 'create url aliases' before he/she is able to see the traffic lights interface on a node edit page. However this might not always be desirable as sometimes you do want to give editors permission to use the yoast_seo interface but not change the permission to create url aliases.

Proposed solution

Don't require the permission to 'create url aliases' from users in order to view the yoast_seo interface. Alternatively it should be clearer to users that the permission to 'create url aliases' is required before the yoast_seo interface is shown on the node edit page.
