Description:
Support for database drivers placed in DRUPAL_ROOT/drivers is deprecated as of Drupal 9.1 and will be removed in Drupal 10.0. (Such database drivers have a namespace that starts with Drupal\\Driver\\Database\\.)
In Drupal 9.0 support was added for database drivers with a fixed location in a module. All contrib/custom database drivers are now required to use this model.
