Bump. This could use some love. Drupal 9 is released next week.

I ran upgrade_state on the module and only found: Add core_version_requirement: ^8 || ^9 to cleantalk.info.yml to designate that the module is compatible with Drupal 9. See https://drupal.org/node/3070687.. Which is exactly what the patch here does. +1 on RTBC.

The patch here can go in before that. No need to wait. There's already 2K+ modules that have already done this exact change to make themselves ready for D9 next week.

Will there be a final 8x release containing ^8 || ^9 compatibility?
Current releases prevent update to Drupal 9 (need to uninstall and then reinstall module).
