A couple tweaks we'd like to make to the registration process:

1. Add all demographic information to user account registration form.

2. Skip billing information pane if the order is $0.

Demographic information is included in the registration form that's a part of the checkout flow now!

Payment information is skipped if the order total is 0 but billing information is still collected. Looks like out of the three use cases in #2856583: Allow free orders (checkout without payment), only the second one made it into Drupal Commerce.
