The project is covered by the security advisory policy. Users asking to become co-maintainers/maintainers need to have the vetted role, for those projects. Site moderators don't add as co-maintainers/maintainers users who don't have that role.

I had previously tried to get vetted, but hung up because I was not the original creator of the module.

Do you have any recommendations on how to get vetted? Do I need to start a new brand new module?

I think the best course of action will be to create a D8 version in a sandbox project and request to be vetted with that.

While getting started with a sandbox is a good way forwards, I still think your best bet for becoming a co-maintainer of this project is to be added as such by the project owner (david_garcia). While the webmasters don't add users who don't have that role as co-maintainers, the owner can do so.

I see that you've already tried to contact him and not received any response. However, he has been recently been active on Drupal.org, so he should be around. Maybe you should try again?

To be more precise, the project owners may decide to add as co-maintainer a user who doesn't have the vetted role.
There isn't any rule that tells the project owners to accept as co-maintainer a user who doesn't have the vetted role. Project owners can decide to accept a co-maintainer in that case, or decide to decline an offer to become co-maintainer just because the user doesn't have that user role.

As for the applications to opt-into security coverage, those applications are done to verify what a user understands about writing secure code that follows the coding standards and correctly uses the Drupal API.
For that reason, it's requested that the user wrote the code for that project. We cannot verify what a user understands about writing Drupal code when the code has been written by other users.

Yes I need try and get that vetted role again. My first attempt did not work because I only ported the Drupal 8 version of the module I submitted for review.
