Now that -dev works on D9, we need a new release to be able to test modules that depend on IEF (such as Commerce).

So it would make sense to tag an rc3, or the big 1.0, if the maintainers feel confident in the current state of the codebase.

Quick: Thanks for triggering this! (And let's consolidate with the other roadmap issue...)

I'm totally fine with rolling a new RC.
However, i'm hesitant to make it 1.0 before we finish the test refactoring (at least that, i'll do some imho-stable-release-blocker list the next days).
