Add composer.json to install project dependencies

Add composer.json to the project root, so when installing the project it will also install dependencies.

Currently the project has 3 dependencies: taxonomy, rest, yaml_editor

As yaml_editor is not a part of Drupal core, it should be placed in the composer.json file.
