Problem/Motivation

When editing layout on node page, the contextual links of blocks that are originated from block_content, node or views... are not shown. Only layout_builder overridden ones (layout_builder.links.contextual.yml) are added.
block_content.links.contextual.yml contextual links for block_content are not inherited for example.

Proposed resolution

Identify modules that are responsible on blocks that added to layout and inject/prepend their contextual links in layout_builder edit page.

Patches are proposed for the case of block_content module in issue https://www.drupal.org/project/drupal/issues/2407761#comment-13414693 But it must be done dynamically to include cases like node, views...

Remaining tasks

Patch/tests

User interface changes

Adding contextual links to layout_builder edit page.
