Please add a button that will allow users to pause the homepage video and set a cookie based on their preference.

@nswitzer An update on this. I have a button in place on dev (https://dev-dcco2019.pantheonsite.io/); however, after looking at drupal.org's homepage, I realized that I could make this a big better and more accessible. I'll try and work on this some more this week and get it into a better spot.

@nswitzer -- Alrighty, this has been updated to be much more accessible (and stylish), mimicking the one seen on the drupal.org homepage. All set and pushed to dev for review.
