Attached is a patch against 8.x-3.x. Note that the patch file contains the changes from #3100482-2: Extend TermAccessControlHander instead of EntityAccessControlHandler and #3100483-2: Migrate from 'Add terms in vocabulary' to Core's 'Create terms in vocabulary' permission to facilitate automated testing. I added an interdiff with the changes that I think should be made as part of this issue.
