Lets try to get an idea of what is needed to get a stable version of the SimpleTest contrib for Drupal 8/9.

General update: https://www.drupal.org/project/drupal/issues/3110862 is nearly-RTBC to remove simpletest from core.

There are some rough instructions and a change record there, which should probably be duplicated/linked from the project page here once that patch has landed.
