The html5shiv asset library is deprecated in Drupal 8.8 and is removed from Drupal 9.

The polyfill added in #1077878: Add HTML5shiv to core is no longer needed by any of the browsers supported by Drupal core.

If there is still a need to support older browsers, the contrib html5shiv module provides an identical replacement to the core library.
