Drupal core is moving towards using a “main” branch. As an interim step, a new 11.x branch has been opened, as Drupal.org infrastructure cannot currently fully support a branch named main. I think that this issue is a duplicate of #3572219: MigrateException does not pass $previous or $code to parent constructor.

All else being equal, I would close the newer issue as a duplicate. In this case, there is more work (discussion and a more complete MR) on the newer issue, so I think this (older) issue should be closed.

I will set the status to NW for now. @achap, If you agree that the two issues are duplicates, then please close this one and contribute to the other, either helping review or helping to improve the MR. If the two issues are not actually duplicates, then please explain the difference and set the status back to NR.
