I wanted to offer my support in helping develop, co-maintain and manage stable releases of "JW Player" module for Drupal 8/9. It would be useful to clear through the issues and make the necessary improvements and create a stable Drupal 9 release. Thank you in advance.

This is an offer done from vuil to co-maintain the module, who closed it. (I guess he isn't anymore interested in co-maintaining the module.)
It's not a generic issue to find a co-maintainer. If other users are willing to co-maintain the module, they need to create their own issue.
