Problem/Motivation

Currently this module is enforcing the use of ^8.0 of league/csv.

This is creating issues with using this module (and in return Open Social which relies on this module) to be used in combination with Civic CRM. https://www.drupal.org/project/social/issues/3079820

Proposed resolution

It appears it is fairly safe to update to ^9.0 or allow both.
