Follow-up to #3023310: Vertical Tabs style update

Problem/Motivation

Claro has to replace core/misc/vertical-tabs.js to fix the bugs in the original asset and make the designs' custom needs feasible.

The whole replacement can be reduced to a set of customized Drupal.theme JavaScript functions when the following issues are resolved:
