Followup to #3068719: Attachments and Cacheability dropped for Leaflet (embeded|ajax) popups: Popup attachments (e.g. JS) can not sanely be fixed before we can raly on #1988968: Drupal.ajax does not guarantee that "add new JS file to page" commands have finished before calling said JS.

Let's implement that here.

Alternatively, we can load the ajax page including all js in an iframe in the popup. Maybe that's the simplest solution...
