Core item-list.twig.html implementation is missing wrapper_attributes implementation

Problem/Motivation

Core item-list.twig.html implementation is missing wrapper_attributes implementation which means if you use wrapper_attributes in your code it will be ignored.

Proposed resolution

Let's add implementation of item-list.twig.html which is implementing wrapper_attributes and reusing the rest of @system/item-list.twig.html template.
