I cannot install Thunder anymore because of the following error:

  - Installing drupal/password_policy (dev-3.x c4f3f8d): Cloning c4f3f8da74 from cache
  - Applying patches for drupal/password_policy
    https://www.drupal.org/files/issues/2018-10-09/2918974-2.patch (Policies should declare a config dependency on the plugin modules)
   Could not apply patch! Skipping. The error was: Cannot apply patch https://www.drupal.org/files/issues/2018-10-09/2918974-2.patch

Thanks for reporting! I created a PR on github which should fix this: https://github.com/BurdaMagazinOrg/thunder-distribution/pull/707

If this goes through, we will do a release today.

Shouldn't it be "drupal/password_policy": "3.0.0-alpha5", instead of "drupal/password_policy": "3.0-alpha5",?

See composer show -a drupal/password_policy
...
versions : 3.x-dev, 3.0.0-alpha5, 3.0.0-alpha4, 3.0.0-alpha3, 3.0.0-alpha2, 3.0.0-alpha1, dev-3.x
