Description:
WebDriverTestBase use chromedriver to test Drupal using a real browser. This means that javsascript is running and CSS animations and JS animations are triggered. This can cause numerous problems for testing as elements move and fade in and out. This has resulted in a lot of random fails for these type of tests. Therefore, by default CSS and jQuery animations are disabled in these tests.
If you need to enable animations in your WebDriverTestBase tests set \Drupal\FunctionalJavascriptTests\WebDriverTestBase::$disableCssAnimations to FALSE. For example:

protected $disableCssAnimations = FALSE;
