Is it possible to delete incorrectly created release tag on https://www.drupal.org/project/search_index/releases/7.x-3.1, so we could push https://www.drupal.org/project/search_index/releases/7.x-3.0 instead? Thanks for consideration!

We don't delete a release once the archives are created. Add a 7.x-3.2 tag and create a release from that.
