Media entities have always been "publishable", but before #2889855: Unpublished media entity can not be accessed by owner and update any media/delete any media access possibly cached by user, it was not possible to view unpublished media items without the "administer media" permission. Now there is a "view own unpublished media" permission, which allows you to view unpublished media items of which you are the owner. You still need the "administer media" permission in order to view unpublished media items that you don't own.
For existing users with the "administer media" permission, things will continue to work as before.
