Hook_update fails when module is disabled but not unistalled.

The latest hook_update (eu_cookie_compliance_update_7010()) makes a call to _eu_cookie_compliance_get_popup_default_setting() which makes a call to _eu_cookie_compliance_find_privacy_policy(), a function defined in the eu_cookie_compliance.module file.

When a module is disabled but not uninstalled, any new hook_updates above the schema_version will still get executed but none of the functions from the .module file is available when a module is disabled.

Steps to reproduce:

1) Have a site with eu_cookie_compliance module 7.x.1.25 or earlier version.
2) Disable the eu_cookie_compliance module. (But don't uninstall it)
3) Update the code from eu_cookie_compliace to a 7.x.1.26 or later version.
4) Run drush updb or update.php.
