Use yarn to run gulp and document environment better

Problem/Motivation

From #3024835-19: Update gulp tooklit we figured that we should use yarn gulp sass instead of gulp sass to run gulp commands. We should update our scripts and update documentation related to this.

Also, we need to document better that we support node 8.x and node 10.x version now. We could test 11.x version also to check how it works.
