Thunder modules installed hook should not expect module installation order

Problem/Motivation

There is problem in "thunder_modules_installed" hook. Problem is that "content_moderation" could be installed after "config_update" and that can lead to error on clean installations.

The problem occurred on the integration of "update_helper" module. This PR: https://github.com/BurdaMagazinOrg/thunder-distribution/pull/636

Additionally, the problem only occurs when Thunder is installed over UI (install.php). It does not appear for drush installations. \o/

Proposed resolution

Before using service from "config_update" module, modules installed hook has to ensure that all requirements are fulfilled.

There is an additional problem that should be suppressed. Functionality should be executed only when it's module install, but not clean profile install or configuration sync.
