The 'Out of the box' initiative is being considered/marked as 'done' as of Drupal 8.8 as we have achieved the initiative aims of providing a demo of Drupal core.

However the demo will be growing/changing with core as new features get added/marked as stable (e.g. Layout Builder), and there is more we can do with what we have already.

Gábor presented the idea of moving from an initiative to a subsystem which I think makes sense.

I'm not sure what else we need to in order for that transition to happen, but MAINTAINERS.txt needs to be updated at least!

Out of the box is listed on the Previous Initiatives. And #2847582: Out of The Box initiative is closed. I don't see that there is anything else to do here.
