On page /admin/people/simplenews there are 4 local actions: Add subscriber, Mass subscribe, Mass unsubscribe, Export. The recommendation is to have only one (according to @Berdir in #2).
Keep "Add subscriber" and move the rest to be local tasks.
The patch also adds a route for entity.simplenews_subscriber.collection which is the standard Drupal way so easier to follow the code. The entity collection doesn't have any fields so it's not very useful, but it does at least mean that if someone deletes the subscriber view then the site isn't critically broken.

There should in fact only be one, I think there is no place in core where there is more than one by default.
