Configure Constraints for Password Character length not working, modal window is not closed, value not saved [#3035499]

Hello,
i can't save any constraints for the Password Character length-Modul because the modular window is not saved at all. The spinner in the modal windows pops up and disappears but nothing is saved. See picture. I tried it with the 8.x3.0-dev as well, but it is the same. I'm working on D8.6.10 with Seven as the Backend-Theme.

I tried it with simplytest.me and its the same.

I tried to export the config for the module from a Drupal installation where it was working, but there is no uuid exported so i was not able to import it?

I think it might be a bug. Thanks to anyone that helps or can give me a hint how to solve.

I have exactly the same problem.

Drupal 8.6.10, password policy 3.x-dev

This is the error:
