Currently, Layout Builder does not provide REST support. #2942975: [PP-1] Expose Layout Builder data to REST and JSON:API will determine how best to support Layout Builder via an exposed API .

In the meantime, a normalizer has been added to explicitly deny access to Layout Builder data.

See the layout_builder.normalizer.layout_entity_display service and \Drupal\layout_builder\Field\LayoutSectionItemList::defaultAccess().

Custom overrides of those classes can choose to alter the access and expose the data, but be aware that backwards compatibility might not be provided for those workarounds.
