To become a co-maintainer of a project by means of the Project Ownership issue queue, please comply with the procedures for Dealing with unsupported (abandoned) projects.

For instance, if the owner is not responsive, create a new issue in Drupal.org project ownership issue queue, but leave the original support request in place, for the present owner to see when he/she monitors the issue queue. Set the original issue as parent.
