Panels breaks layout icons in Layout Builder [#3028958]

Layout icons are broken if Panels is installed (and Moderation Dashboard - part of Lightning Workflow - enables it). This was discussed as part of a demo here where we worked around the problem by disabling Panels's hook_layout_alter:

function engage_demo_module_implements_alter(array &$implementations, $hook) {
  if ($hook === 'layout_alter') {
    unset($implementations['panels']);
  }
}

I couldn't reproduce it with Lightning.

My steps:
- install Lightning 3.x
- install Layout Builder
- edit Basic page's layout

The icons of the layouts are displayed as expected.

Hi Bendi. Not sure why your steps wouldn't reproduce the problem, but try this with 4.x of the profile which defaults to 2.x of LL. I just confirmed again. Specific steps:

Install Lightning 4.x
Create a new Landing Page content
Edit the Layout
Add a new section

Note that the layout icons are missing in the sidebar:
