Looks like it is for the Pocket services, https://getpocket.com/

It allows Publishers to make their content available to the app/service.

The meta tag needed should be added to the metatag_verification submodule.

The code needed is:
<meta name="pocket-site-verification" content="unique_code" />

Patch applied using simplytest.me

Steps to test:
Enable metatag_verification submodule
Configuration > Search and metadata >Metatag > Add default meta tags and Pocket services is now available.
