Issue links:
https://www.drupal.org/node/3021718
Description:

Delete this CR in favor of https://www.drupal.org/node/2874695 . See #3021718-12: Properly deprecate menu_local_tabs(), menu_secondary_local_tasks(), menu_primary_local_tasks()

The menu_local_tabs() is deprecated and not used by core since https://www.drupal.org/node/2874695

Any code using it should be replaced with inline theming or core's block local_tasks_block

Proper implementation could be found in \Drupal\Core\Menu\Plugin\Block\LocalTasksBlock::build()
