The hook_help() implementation is broken.

So if we fix it, we have to consider where to show the currently available help text. The current line seems best for /admin/help/riddler, not so much for prepending at /admin/config/people/riddler.

Here's a patch that fixes the implementation and puts the line of text at the /admin/help/riddler path.
