[Meta] Ensure render arrays are properly weighted

Problem

There are quite a few structured display groups (such as menu's) in Open Social. An example is the group local tasks that lets users switch between the group about page and group content (among others). Currently a lot of these menu's have no explicit ordering (using the #weight property). This can cause the order of the menu items to change between releases and makes it difficult to add your own menu item in a specific spot.

Solution

Ensure that any menu's (or render arrays where order could be important) that are introduced or managed by Open Social provide their items with a #weight property that is sufficiently spaced for other modules or projects to add their own items.
