Description: 

The user formatter has a setting "Link to the user". The link is only displayed if the current user has access to view the target user. Drupal now takes into account access hooks when making this check. In the highly unusual case that your site uses access hooks to grant access to view users, you prefer your site not to display links, but your site has "link to the user" enabled then you now need to fix that setting to disabled.
