It looks like a patch committed in 2016 missed updating a styles permission conditional. This causes the "Style" dropdown to not be available to users.
Have been trying to figure out for the longest time why admins with the "Administer Panels pane styles" permission do not have access to the "Style" dropdown in the Panels admin.
The problem is in the patch added for more granular style permissions (https://www.drupal.org/project/panels/issues/2329419). It missed one of the locations where an update is needed.
