Seems that we do still have issue which had been fixed in Varbase
#3008732: Fix an issue with the Drupal.org packaged zip file when we get Varbase by [Drush dl varbase-8][zip] required Modules not found
So we are reverting this changes -- only on the vardoc.info.yml .. But not for inner modules
