After having run a feeds importer with HTTP Fetcher by cron, I get the following error on next page load:

That's odd. feeds_include_library() is defined in feeds.module. .module files should always be included by Drupal, unless the module is disabled. So the function should be available anytime when running any Feeds code.

Did you perhaps disable the Feeds module? Or performed a registry rebuild while cron was running?
