Problem/Motivation
Comment label show inside the comment editor box and when editor option change restricted html then comment box width not show equal to subject box.
To Reproduce
Steps:
1. Click to Add new comment.
2. See the comment box label show inside editor.
3. Change Text format option Basic to Restricted html.
4. Now see comment box width.
Expected Result
1. Label should be show out side editor.
2. Comment box width should be equal as subject box.
Proposed resolution
Remove the float: left from the comment label.
Make text-area width 100%.

swatichouhan012 commented@bandanasharma i have added the patches you apply in css file. but it won't fixed the width issue you can see in the below screen shot.
i am very thankfull to you for notices this issue. i have fixed this in "Development version: 8.x-4.x-dev updated 30 Aug 2018 at 05:28 UTC" .
