On the user admin form under the "password stats" heading, a user is always reported as not pending a password change even if they are flagged as needing 1.
"User has a pending forced password change: No".
Steps to replicate:
- Login as admin.
- Edit a user.
- Change their password.
- Check the Force this user to change their password.
- Save user.
You will see that under the "password stats" heading the following is shown: "User has a pending forced password change: No"
It should say: "User has a pending forced password change: Yes"

From what I can see it is that the config data is loaded incorrectly. The attached patch loads the correct config item in my case. :)
