An update of the field_group module to the latest version (7.x-1.6) fixes problems with featurized fieldgroups in PHP 7.
This version also contains the patch for #2649648: PHP7 - Uniform Variable Syntax updates are causing exported field_groups to not have names. so we can remove that patch from the makefile.
